Finally, with clearance given by CAT Kolkata, the long awaited promotion orders for SDE to AGM Telecom were issued Copy
Total 1891 SDEs are promoted wherein 1425 are from Open Category, 266 are from SC category and 200 are from ST Category. Out of total 1891 promoted SDEs 1701 are posted in same Circles and 190 are posted out of Circles.
This order could have been in issued in June but it was first delayed on various reasons. First in name of total number of vacancies, then on Reservation issues , then dragging it to court for MT promotion and then on name of revision of seniority and some more effort were done in dragging this promotions in court of law by educational qualifications. Though one particular group of SDEs was behind of getting stayed to the promotions, SNEA has taken all out efforts some time single handedly and a many occasions along with GS of SEWA, AIGTOA and AIBSNLEA and we moved for getting these promotions issued.
Apart from continuous persuasion with all from the DPC section to CMD BSNL, SNEA has played a vital role in clearing the court case at CAT Jabalpur and in the matter of clearing the consent signature of all Associations as asked by management and getting it cleared from CMD BSNL was instrumental role.
SNEA is very happy at this moment when the officers in list 8 and 9 are given justice by issuing their promotions and it was the first mission of new team of SNEA 2.0.
This is great justice to the executives in list 8 and partially list 9 SDEs who were waiting for AGM Promotions since 2018 when some of their juniors were promoted and their genuine request was not given consideration for last four years.
SNEA CHQ congratulates all the promoted AGMs and conveys them the best wishes for their promotional assignment. We are aware that some of them are displaced on promotion and we will take up the matter with Management for the restoration of genuine cases as per policy guidelines and concern that they may represent their cases suitably.
SNEA appeals to all promoted AGMs to resume their charge as AGMs without any delay, as there are chances that the group of SDEs is making efforts to stay promotions but at this stage, the chances are less for staying promotions.
Though some of Executives have doubted on intention of Management but SNEA CHQ was firm on our stand with continuous persuasion that management as whole and mainly CMD BSNL was firm on issuing promotions to fill up vacant posts and finally it could happen today.
SNEA CHQ conveyed thanks to Shri. P.K. Purwar ji, CMD, Shri. Arvind Vadnerkar ji, Dir HR, Shri S.N. Gupta, PGM Pers, Members of Team DPC, Shri. Jagdish Prasad, CLO, VO BSNL, and their teams for clearing all hurdles and issuing AGM promotion orders.
This promotion started with AGM/EE Elect, then AGM CSS, then AGM TF, then AGM Architecture and now AGM Telecom promotions are issued as the last but second action in this chain, as expected by SNEA. Now SNEA will focus on AGM/EE Civil wing promotions and we are confident that AGM promotions for the Civil wing will also be issued shortly.
SNEA CHQ is aware that this is a partial order of AGM promotions, as SDEs in List 9 are left out and those in Lists 10, 11 and 12 are waiting for their AGM promotions.
SNEA is committed to pursue the promotions in the second phase, as assured by CMD BSNL, and we are confident that with a fresh review of vacancies by DGM Promotions, a review of posts as per the actual restructuring norms, the addition of BBNL posts, etc., All these SDEs will be promoted as AGM in the coming days.
Though some of SDEs were annoyed due to prolonged delay and doubting on integrity of Management as well as Associations, but majority of SNEA members have shown faith on SNEA leadership and always shown strong faith and belief on SNEA and always supported us and we convey since thanks and gratitude to all these committed members and SDEs who have supported SNEA CHQ for issuing their promotions by maintaining silence without creating disputes or dragging matter to court. SNEA CHQ appeals to all who are waiting for their promotions to keep similar faith and patience and not to drag the matter to court, and be assured that in a similar way, further AGM promotions will be issued.
It is good that the request of SNEA to CMD BSNL to allow joining through Email/e-office in case of a change of Circle is given consideration and now all promoted AGMs who are under transfer can join promotions at the transferred Circle by email with a submission of an undertaking in the given format.
SDEs promoted as AGM but already under Transfers as SDE are directed to join as AGM is transferred Circles, but SDEs at Soft/Hard Tenure stations are allowed to join in present Circle and they will be relieved as AGM after completion of their Tenure period.
Further, as pursued by SNEA, the request under OTP for SDEs are also given consideration and accordingly, they are posted at the requested Circle
It is good to see that majority are accommodated in same Circle to the existing vacancies and excess if any are posted to nearby Circles.
These promotion orders are issued subject to the outcome of different court cases pending in different courts. All should submit their joining report as an AGM without any delay.
Team SNEA 2.0, in its welcome meeting at Bhopal MP, Nagpur MH, Tuticurion TN, Ernakulam KRL, and other places, committed to pursuing AGM promotions for all wings either through TBP or DPC and with this Promotion order, SNEA 2.0 has met the major part of its commitment and only Civil wing, Accounts wing and PA/PS is left. We will also get AGM/EE and equivalent orders issued at the earliest.
SNEA assures similar committed efforts in issuing promotions orders by filling all vacant posts in all wings and all cadres and further course of action to promote executives in time bound manner without linking it to vacancy
